About Encanto Neighborhoods

The Encanto Neighborhoods planning area has eight communities. The oldest, Encanto, was laid out in 1907 for suburban homes and small farms, and it keeps a semi rural feel.

The city names the hills and canyons of the South Chollas Valley as its most notable feature. The plan points to view lots for single family homes in the surrounding hills.

The Encanto Neighborhoods community plan was adopted November 16, 2015. Read it on the City of San Diego community plan page.

Hilly Streets and Sloped Yards

Hills and canyon edges mean slopes, steps and walls. Semi rural lots in Encanto can have long, unpaved drives that owners want to pave.

On a hilly lot the driveway may climb or drop from the street. Steep slabs need a broom finish or another grip texture. Terraced yards usually mean retaining walls, and any wall over 3 feet or with a surcharge needs a permit.

The County says Expansive clay soaks up water and swells, then shrinks as it dries. That movement can lift and crack slabs. is most common in the coastal plains, per its soils report. For walls and foundations, ask for a soils report.
